A group of thirty enclosed beluga whales in a Canadian amusement park have been caught in a disagreement between a defunct facility, public officials and advocacy groups.

But those most familiar with the whales say the heated discussion over their future often overlooks the complexities of the whales who, after growing up in captivity, have been carefully observed by the caretakers who interact with them daily.

After the national authorities blocked the export of the belugas to a foreign facility, the struggling amusement park near Niagara Falls where they are held warned to euthanize them unless the authorities covers the expense of their care. Canada’s fisheries minister has denied that demand, placing the 30 whales in an dangerously unstable situation.

Intelligent Marine Mammals

Researchers say that belugas’ brain structure, along with their mimicry abilities, cognitive challenges and social skills indicate they are highly cognitive creatures – something a former trainer observed personally.

Burgess spent three years as a whale caretaker, a role that entailed gaining confidence of the sea creatures.

“Developing those bonds over time takes a lot of consistency and a lot of love. At the outset, they’re very cautious of you,” she said. “In time, you gain reciprocal understanding. And they start being more open with you. It’s just so extraordinary and fulfilling.”

Burgess knew the whales were exceptionally cognitive, but she says she was nonetheless amazed by the nuances and idiosyncrasies in their dispositions. She developed a special affection for two female belugas with different personalities.

“One whale selected me. Cleo demanded work,” she said. “Both transformed the way I understand bonding.”

Public Concerns and Facility Decline

Burgess’s relationship with the whales progressed against a background of growing public opposition to their enclosure.

During her three years at the facility, multiple belugas and the park’s one orca, Kiska, passed away. In total, 19 belugas have perished at the park since 2019, a number which the park attributes to expected lifespan, but which advocates say points to the poor conditions in which they were kept.

The facility did not admit visitors to the public over the recent season, but Burgess says she saw with her own eyes results of the closure. “Concrete is deteriorating from the tanks because they’re in disrepair and not being repaired. The whales are inquisitive and so they grab fragments and move about with pieces in their mouth. It’s heartbreaking to see.”

The facility did not respond to a questionnaire, but previously asserted: “The whales … receive far higher quality health care and 24/7 attention than any person in the UK, or other places.”

Fate in Limbo and Proposed Solutions

The former employee was fired from the facility in early March following the death of a beluga, an sick beluga the caretakers had to put down. She said the park thought information of the death were leaked to the media and she was let go shortly thereafter.

The lack of clarity over the whales’ fate has left Burgess and current and former trainers in anguish. She says the park’s warning to end the lives of its whales is a leverage tool and is a “practically unfeasible” undertaking, adding any plans to put down even a single beluga would require “considerable staff”, equipment and heavy equipment.

“It cannot happen in hell the employees would ever do it,” she said.

Burgess backs calls for the whales to be transferred immediately from the park, with its failing enclosures and reduced personnel.

In recent months, Canada’s government official rejected a request to export the whales to China.

“Granting the request would have meant a continued life in enclosure and a reversion to public entertainment,” the official commented. “As the public, we know that belugas belong in the ocean, not in enclosures for our entertainment. I could not in ethical standing authorize an export that would continue the conditions these belugas have suffered.”

But Burgess said the minister’s comments indicate a more general incorrect perception of the facts of existence for belugas born in captivity.

“The public needs to realize these are whales that have existed solely in captivity and they will need ongoing assistance for the remainder of their lives,” she said. “People just don’t comprehend that it’s not as straightforward as saying ‘shut it down’.”

Alternative Habitat and Continuing Discussion

As officials attempt to find a answer, suggestions have been put forward, some of which have little basis in reality. An idea called for the belugas to be released into the wilds of northern regions – where whales are a key source of food for Inuit communities.

A suggested sanctuary in the province of eastern Canada, which now received government approval, has been contentious. The prospective location, which includes 100 acres of penned in ocean, remains undeveloped. Advocates remain positive that it could in time represent a permanent resolution for eight of the whales.

But, Burgess says, among caretakers she’s spoken with, there is “doubts there” about what she said is “simply an trial” in the whales’ well-being.

Some experts say the prospect of a refuge indicates a broader global shift away from zoos and aquariums and could represent a feasible solution in the near future.
